URL rewriting failures with APE on Windows Server 2016

Facing intermittent URL rewriting failures with APE deployed on Windows Server 2016. Environment details:
OS: Windows 10 Version 14393 MP (4 procs) Free x64, Product: Server, suite: TerminalServer DataCenter SingleUserTS, 10.0.14393.2430 (rs1_release_inmarket_aim.180806-1810)
APE Version: 3.1.0.256
Frequent changes to RewriteMap text file lead to APE returning NOT_FOUND even if the key is present in the file.

I'm not convinced anyone from Helicon reads this forum any longer.
I'm looking for an alternative (supported) product.
