New Lite install, win7 iis 6.1

I have a clean install of the lite version, I've gone through and made the suggested permissions changes to the parent folder, yet my rewrite rules do not work. I turned debug on, and in error.log it just says that the httpd.conf file is loaded successfully? rewrite.log is empty. The site throws a 404 looking for my transformed URL. Any ideas what else might cause the rules not to work on this setup?
