convert characters in the URL

Hi,

We are using ISAPI_Rewrite 3 to convert certain characters in the URL to other value, like the list below.

Convert & to &
Convert < to &lt;
Convert > to &gt;
Convert " to &quot;
Convert ' to &#x27;

We want all these characters in the URL can be converted, even it appears in the multiple place. Is it possible to do it by ISAPI_Rewrite 3? And how should we create the rewrite rules?
