New entries to .htaccess not being matched

I have added some new entries to my .htaccess file and they are not being matched. Anything that was already in the file is being matched without issue. This is a standard redirect and the syntax should not be an issue.

Sample of the entry:

RewriteRule ^advisorchoice/traditional_employee/pdf/payout_comp\.pdf$ advisorchoice/library/pdf/CompGuide.pdf [R=301,NC,L]

Option one - permissions. Try to fix it using this - http://www.helicontech.com/isapi_rewrit ... curity.htm
Option two - lets take a look at the logs. Logging issues are described in FAq - http://www.helicontech.com/forum/10648-FAQ.html

I will have to perform logging after hours, as our change management does not permit this type of thing during the day. As for permissions, I strongly doubt it. All other redirection in the file works and there is permissions server-side are open.
