Enable mod_authz_host

Is there a command to turn on mod_authz similar to rewrite engine? E.g. RewriteEngine On

I have tried the following in my httpd:

Order Allow,Deny
Allow from All
Deny from XX.XXX.XXX.XXX

The IP I used for testing is my own IP address. This had no affect.

I have also tried adding mod_authzEngine On or mod_authz On and this had no affect.

I have confirmed that the module is not coded out at the top of the httpd.
