The user is in "Administrators" and "Users" groups, but apparently somethings is missing to let it access to IIS schema.
I tried both logging in via certificate/key, and via password (which apparently properly takes a security token from Windows), but still getting the same result.
Checking the files in C:\Windows\system32\inetsrv\config\schema, I see that they are open for read both to Users and Administrators (especially the Zoo scheme file, apparently installed by Zoo), so it doesn't look as file-level permissions issue.

Even tried taking ownership as Administrator, but still no luck.

Here it is - note it works perfectly when launched via cmd.exe or Cygwin (on the machine itself - not remotely):
