no download resume

I'm manage to install Ape for using the mod_xsendfile , but it doesn't support resume!!??
Why??
I'm using it on win 2008 R2

sorry for bumping up , I'm in a bad situation,
any solution?
I'm instal the latest version of Ape ,on windows 2008 r2 , and install php with WEB PLATFORM INSTALLER, before this we configure our site with iis 7.5 ,
now when we want to download a file from the server with the mod_xsendfile there is no resume.
my file format is .zip
