mod_evasive IIS 8.5

Hello,
I have installed Mod_evasive on IIS 8.5 (Win Server 2012 R2). When i try do many request with jmeter mod evasive dont do nothing. anyone can help me?

My config in Helicon\Ape\httpd.conf:

Hello,

mod_evasive hasn't been tested for quite a while because of its unpopularity.
Does it work fine when it's not under heavy load?
